Yes it was Zexion, Naut and if I remember correctly he actually said that before in Kingdom Hearts Chain and Re:Chain of Memories and even in Re:Chain of Memories that phrase was subtitled and not spoken as in 358/2 Days and also there was a very slightly change in the words between each of the 3 games when he says that to Riku.
