With the programs I have (Paint only), I can't do resizing too well.

Right Click>Save the Image to the desktop. Then Right click the file, from the list select 'Open With...', and select 'Paint'. In paint, click the top-right-hand tool (the 'Selector') and drag from the top-left of the image to the bottom-right. Then select 'Resize/Skew'. Reduce the 'Resize' percentages by small intervals until it is exactly or only slightly over the size you want. Then deselect the image, and click the bottom-right blue dot and drag toward the top-left until the numbers in the bottom-right corner read the correct dimension of pixels (e.g. 50x50). It's much easier done than said, lol. This is the easiest way, if not the the most effective. Hope I helped!

If it doesn't move or have animation, just make a an adobe doc. the size of 50X50 an insert the icon.
