My new neighbor has a kid around 10 years old. Every day I see him abusing their 2 puppies. I want to kick the kid's ass. But then I found out he's autisic, and now I'm not sure. I don't know anything about autism so I don't know if that's why he does what he does, or if he's just a bad person...

Autistic you mean? I just checked a definition and I don't see anything leading to that kind of abuse, but I could be wrong... Or maybe he's just a bad person. What kind of stuff does he do? Beat them?

There are levels to autism but I'd still call the aspca and report them cause if you try to tell the parents they'll go off on you.

I think it is probably because of the autism. One of the major problems it causes is an inability to relate to others. Many people with autism lack a sense of empathy and have extreme difficulty understanding the emotions of other people (and, I would assume, animals in general). Chances are that the kid has trouble understanding the fact that the puppies dislike what he's doing, and why he should stop doing it.

I wonder though, because the little punk doesn't do it when his mother is out there with him. Two days ago I saw him kicking the puppies and I yelled at him and stood there watching him. He went and sat down on the porch. I think I scared him a little, which was my intention.

It sucks that the dogs are part dachshund so they will always be small and vulnerable.
