Can someone help me with a banner?

Can somebody help with a banner? I'm trying to put a banner up for my blog but it always says the URL was not found I'm trying to upload it from my pics in My Computer.Can any body help me?

Please!?

yeah you have to have a URL from the net to do it, it won't work from your comp cause other people can't access it
