While there still isn't any major information on TESV there could be new playable races. Although no new playable races have ever been added in any of TES games adding a few more races might be something Bethesda needs to consider.

The Elder Scrolls 5 needs to take place in Summerset Isle. Why? Because its a giant island with other islands surrounding it.And thats where high elves(my favorite race) are from.Many other people like the idea of it taking place in Summerset Isle. From what i've heard it will either take place in Summerset isle or Skyrim. If its in Summerset Isle it will be an awswome game.
