A Need for Speed pursuit elements mixed with Burnout. Need For Speed Most Wanted I consider to be the last great NFS game. Even though there wasn't any takedowns, ramming a police car until it was immobilized was fufilling. Burnout does a great job with speed and carnage. Something tells me that it would be easier for the Burnout series to have a game with pursuit elements with tons of damage compared to Need For Speed due to licensing fees, and car companies don't like having their cars torn up.

Hitman is a good series being an assassin killing people. While the single player is neat and offers many different ways to approach a mission, they could add more. What would be neat in the Hitman games if their was a multiplayer mode. Let's just say 4 people have to defend their target, and one guy is the Hitman with all the perks and powers at his disposal. So If an assassination attempt takes place in a parade, lets say there is thousands of people and the 4 people have to kill him before kills their target. This will be awesome giving a since of immersion. Even if they are unsuccessful protecting the target, they still have a chance to kill him before he escapes to an extraction point. The maps would be huge and have many things going on. Points can get docked off by how many civilians you injure or kill in the process for either team.

Blow up a whole city simulator. Something like crash mode from a Burnout game, but instead of chaining buses and cars, you chain explosions to blow up as much as you can of a city.

From personal experiences, I would want a game where you sale candy at a school. Since pop and candy is illegal you start off small, selling only pop only to expand and sell over 60 different products of gum, pop, candy, and energy drinks. You learn by doing so later you have small coolers that fit in your locker so you can sale ice cold pop and IBC root beer. Later you get more coolers and ice packs so you can sell even more cold drinks. You give candy to customers and potential customers on holidays and Christmas to get benefits in the future. The friend some people that don't use their lockers so you can store more candy at school. The purpose of the game is to make as money as you can in 4 years of high school, or until you get busted. Later you get super baggy shorts with huge pockets to sell more candy. Soon you print of menus so you can sell even more stuff. You use special events like lame pep rallies and senior award shows in the gym to hustle and sell more candy. You take a restroom pass at 11:50 everyday in your AP Psychology class so you can sell candy to people in a different lunch than yours. On another I never got busted.
