IMO -

1. Adolf Hitler (death toll: over 70 million)

2. Mao Zedong (death toll: 25 million+)

3. Joseph Stalin (death toll: 20 million)

4. Pol Pot (death toll: 2 million)

P.S.: Hitler may have not killed 70 million, but he did start the second World War, which basically caused the death of 60-70 million.
