Chaos (Sonic)
Chaos is my favorite male character in the Sonic series and one of the few bosses to reappear throughout the series (though has yet to do anything after 2004). He's technically immortal, so it's impossible to kill him, but possible to defeat him. The perfect chaos form is terrifying and is actually hard for me to beat. It's not impossible, it's just that perfect chaos can cover the entire stage in his attacks, which will slow you down.
Chaos also has 8 different forms (chaos 3 & 5 are never showed) but even his normal form is terrifying, especially when you can play as him. Chaos 0 is physically more powerful than any main sonic character (in sonic battle, he can perform instant ko combos). Immortality, shape shifting, control of water, being able to glide like knuckles and tentacles (used for many purposes, right Tikal?) makes chaos look like the one character anyone wants to be.
Chaos also inspired the creation of two sonic characters, the Chaos Chao and Artificial Chaos. Lets hope that Knuckles breaks the master emerald (AGAIN) and re-release the Chao god of destruction. However, Perfect Chaos was not an original idea, as you will see, it is based on a Godzilla monster.

Destroyah & Biollante (Godzilla)
It was hard to choose between the two, so it's a tie. Godzilla villains Biollante and Destroyah make it on the list. Biollante is the largest monster Godzilla has fought while Destroyah was created by the only weapon that can kill Godzillas, the Oxygen Destroyer, which is powerful enough to destroy all of Tokyo. Both monsters are powerful and huge, especially in the video games.
Destroyah looks like the devil and came very close to killing Godzilla Jr. The scariest thing about Destroyah is that Godzilla had to go fiery super saiyan to defeat Destroyah and even then, Destroyah wasn't killed by Godzilla (Destroyah was killed by the military).
As for Biollante, she is… a SHE. Biollante, despite the raping tentacles is actually female (with a b*** attitude). She is also one of the clones of Godzilla, she was a hybrid of Human, Rose (this THING is a giant flower) and Godzilla cells.
Both of them are awesome.

Mr Sandman (punch out)
Sandman is a popular punch out character, being in all but one game ([arcade]Super Punch-Out!!). He's based on famous boxer Joe Frazier (obviously not related to Glass Joe) who was known for his bullying fighting moves. In the first Punch out game, he was the final boss. The title of final boss was replaced by Super Macho Man, though many people still considered Sandman as the Hardest fighter in most of the games. In the wii version, he replaces SuperMachoMan as the final boss when he won a fight against him.
His attacks are both powerful and fast. The wii version makes him the fastest fighter in the game with high health and offense. Countering his attacks are impossible for noobs and hard for experts. Some people from deviantart even show his intimidating power.

Diablo (Diablo)
Diablo, who doesn't know about him? In these games, he explodes with fireballs, uses powerful magic and worst of all, blocks your portal you use to retreat. Although Baal is the final boss in the expansion pack, Diablo is still stronger than him. Diablo can kill you 5-10 times before you 'kill' him. But the cutscenes are even more terrifying.

Dr. Salvador & Bella Sisters (Resident Evil)
OMG, these guys are a PAIN in the… neck… WHAT. Seriously, when I first fought it, I heard a weird sound (chainsaw), and then a guy walks down the hill and decapitates me. The rematch took forever, and he was destroying the doors in the house, which was my only protection. From then on, I would carry a bad ass weapon (shotgun or rocket launcher) and use it only for THAT guy. Then, I had a fork in the road. I had a choice, a giant (El Gigante) or the Bella Sisters. I tried both of them out and decided this; I'll choose the giant over two chainsaw wielding girls any day. The game was scary enough, but I hate these 1 hit kill wonders, made me freak.
So, who's going to be #1? This list has been a hard decision… I need to find a scary character in a scary game, so I was aiming towards Batman. So, who was the scariest? Two Face? He wasn't the game. Harley? She only scares me. Spy from TF2? Not a Batman character. Ventriloquist? Oh yeah, who gives a s*** So who? Oh yeah…

Scarecrow (Batman)
Scarecrow. It's not just what he looks like, but what he can do to your mind. Created in a Halloween comic in 1941, Scarecrow used his fear powers against both Batman and the viewers and appeared in most forms of batman media. I'll give you some sites that will explain more info about him.
Scarecrow levels are awesome, hiding form Scarezilla is cool.
