Please take note I know barely anything about PC gaming.

I just wanted to know whether I could upgrade my graphics card to a Geforce 9800 GTX plus and be able to use it efficiently. My current processing system is:

Intel(R) Pentium(R) Dual CPU E2200 @ 2.20GHz (2 CPUs), ~2.2GHz (YES IT IS FROM THE THIRD WORLD)

I'm guessing it isn't going to work out so I might also upgrade my processor to a Dual Core. e.g. Intel(R) Core(TM)2 Duo CPU E7200 @ 2.53GHz (2 CPUs). Or maybe a Quad Core is my power supply is decent and if I feel ambitious.

Hopefully I can upgrade soon so I can do some of this

RAM DDR2 4GB (2x 2048MB) in dual channel mode
GeForce 8800GTS 400Gb HDD

you may need to upgrade your power supply,mobo to support your hopeful gtx+

Before getting a new cpu you should upgrade your power supply and mother board i`d recommend a 4 core 45mm cpu,be sure it`s not 65mm,but if don`t have a lot of money a good 2 core cpu will work.
