Scamper is a little penguin with a big imagination living in the Artic with his parents. His imagination and curiosity takes him on adventures of all sorts. Over time he makes friends with a girl penguin Snowflake, a dog Cowboy and his owner, a scientist who wants to help keep penguins protected. After one adventure leaves Scamper and Snowflake drifting too far out from land to go back, Scamper must become a leader to get he, Snowflake, and their new friend, a maraconi penguin named Louie back home safe and sound, and out of the hands of greedy men who want to catch all the baby penguins from the Artic to sell them to the zoo.
