In the near future - corporate networks reach out to the stars, electrons and light flow throughout the universe. The advance of computerisation, however, has not yet wiped out nations and ethnic groups. 2029: With the advent of the cyberbrain, an electronic brain placed inside the back of the user's head to supplement the organic brain, major breakthroughs in all areas of humanity have increased exponentially. Keeping pace with these advancements is the ability to manipulate those achievements as crime has entered the new era just as rapidly. With the ability to exploit the masses through their very minds, cyber-criminals are able to put the vast amounts of information now stored in people's heads to nefarious use. The ability to connect to the online world with just a thought leaves society more vulnerable than it ever has. That's where the Public Security Sections come in. Armed with the latest in high-tech, the sections have the ability to stop cyber-criminals in their tracks. Along with Public Security Sections 1 and 6, the sections that deal with crimes at home and abroad respectively, there is the even more top-secret unit known as Public Security Section 9. Their leader is Daisuke Aramaki. Using his connections within the Japanese government, Aramaki put together the most elite unit the citizens of Japan never saw. So top secret is Section 9 that only a handful of those in the government know of its existence. From this clandestine position, Section 9, made up of mostly cyborgs with just a few flesh and blood humans, can deal with the worst of the criminal element from behind the scenes.
