A pair of Garbage men, Carl (Charlie Sheen) and James (Emilio Estevez) who enjoy practical jokes and not taking things seriously, find themselves involved in very serious problems. On a normal garbage route, they discover the body of a dead politician in a barrel. They take it upon themselves, along with their observer to investigate the murder. While performing their ‘investigation’ Carl, James and a crazed Vietnam War veteran, who was assigned to observe them on their garbage route, must conceal the politician’s body and track down the bad guys. While they are investigating the politician’s murder, bad guys are on the hunt for the politician’s body, to dispose of it and anyone who knows about it. As the investigation goes on, they find themselves getting into more and more trouble; kidnapping a pizza delivery boy, dealing with the police in unorthodox manner and battling the bad guys, which leads them to find out they are involved something much bigger then they thought.
