Gordon Kahl (Rod Steiger) refuses to pay his taxes and eventually goes to prison because of it. After he gets out, he encourages others to not pay theirs by becoming the leader of a paramilitary white supremist group. Federal Marshals attempt to arrest him but he manages to kill two before disappearing into the hills of Dakota, with the FBI in pursuit.
