Drug dealing rebels kidnap Peter Bowman, a U.S. engineer who works for an oil company's subsidiary. The company calls in a negotiator named Terry Thorne who is an Australian ex-soldier from London. When the subsidiary goes bankrupt the oil company washes its hands of the matter and pulls Thorne off the case. Bowman's wife Alice begs him to stay. She and Peter's sister pull together some money and Thorne talks ransom terms with the rebels. While working together Terry and Alice become attracted to each other but don't know what to do about it. With Peter chained high in the mountains and the politics of the situation changing so must Thorne's strategy. Thorne and his crew must go get Peter themselves or else he may be killed.
