Jack, a film sound effects man, witnesses a car crash into a river and dives in to rescue the occupants, who turn out to be the Governor (who is now dead) and his mistress, who's name is Sally. Once he saves her life and takes her to a hospital, he is shocked to find that the case will be covered up by the political end and made to look as if it never happened. Jack and Sally are soon propelled into the mystery because he thinks a tire of the car was shot out. Also, a killer is wondering about the city, killing off girls who look like Sally in hopes that he will be able to get rid of her. Will they be able to find out who is after them before it is too late?
