He'll Stop At Nothing To Find The Truth. Sergeant William "Dutch" Van Den Broeck is a tough internal affairs investigator with the Washington, D.C. police department. Kay Chandler is a Republican congresswoman. In the aftermath of a plane crash that claims the lives of both their spouses, Dutch becomes convinced his wife was having an affair with Chandler's husband.
